LOS ANGELES - A major portion of Los Angeles lost power Monday afternoon. Outages were reported from downtown to the San Fernando Valley.

the Los Angeles Department of Water and Power did not immediately have an explanation for what happened.

Didn't the US experience black-outs at some other time in our history?

I definately recall "rolling black-outs," but not sure if I'm remembering an event that actually occurred or if this is one of the signs.

A major power outage has hit Los Angeles, knocking out electricity to thousands of customers.

Officials are scrambling to determine the cause as police declare a state of emergency.

"The city is on a tactical alert and obviously traffic is going to be impacted," Los Angeles police spokesman Kevin Maiberger said.

Mr Maiberger describes a tactical alert as "what happens when the city goes into a state of emergency".

"Police officers will only be responding to calls where there is a threat to life," he said.

Mr Maiberger says there are no evacuations planned and no reports of injuries.

"There's a major disruption," Los Angeles Fire Department spokesman Jim Wells said.

"It's a widespread power disruption."

A Los Angeles Department of Water and Power spokeswoman says it is not immediately known how many homes or businesses are without power, though it is known to be in the thousands.

"We are trying to get a handle on it," spokeswoman Kim Hughes said.

"We think it's a transmission problem."

Outages have been reported across downtown Los Angeles, Koreatown, North Hollywood, Burbank and in the San Fernando Valley.

Officials say power has not been lost at Los Angeles International Airport.

Television stations are showing scenes of confusion unfolding at major traffic intersections as motorists try to navigate through stoplights that are no longer working.

Traffic from the area's freeways is reported to be jammed as stoplight outages cause backups onto the freeway exit ramps.

In the financial district of downtown Los Angeles, office workers are huddled in groups outside their buildings.

Many workers are stranded outside their buildings, which occurred during lunch and stalled elevators in the high-rise district.

It's now being blamed on utility workers crossing the wrong wires.
