Is the CIA monitoring your wireless internet?

Just a thought. I've taken my laptop around to many different places and noticed something interesting. There always seems to be a certain wireless network available without password protection. The network name is always titled, "LinkSys." Have you ever logged onto this network? It could just be an amateur computer user unable to set their security parameters; but it also may be the CIA monitoring web traffic. Believe me, if the CIA were watching, they could easily identify a computer, and subsequently the computer owner. You really think you have privacy?

I was told that data vipers use these non secured wireless connections to send their information back when the computer is not actively surfing the web.
