U.S., EU hit Russia with more sanctions

Donetsk, Ukraine (CNN) -Russia became more isolated Tuesday than it has been at any time since the end of the Cold War after new, hard-hitting sanctions were announced by the European Union and the United States, U.S. officials said.
U.S. President Barack Obama said the measures would take an "even bigger bite" out of the stagnant Russian economy than sanctions Washington and the EU had already implemented against Russia over its disputed annexation of Crimea and its support of pro-Russian rebels fighting the Ukrainian government.
"The major sanctions we're announcing today will continue to ratchet up the pressure on Russia including the cronies and companies supporting Russia's illegal activities in the Ukraine," he said from the White House South Lawn. "In other words, today Russia is once again isolating itself from the international community, setting back decades of genuine progress."
Restrictions will affect Russia's ability to produce oil from deep-water wells and shale fields, sectors it is only beginning to explore.
The sanctions, however, are not part of a new Cold War, Obama said.
What it is, is a very specific issue related to Russia's unwillingness to recognize that Ukraine can chart its own path," Obama said.
The EU sanctions also will block new arms contracts between Europe and Russia, prohibit the export of European goods that can be used for both civilian and military purposes and limit the export of energy-related equipment, the EU said in a written statement Tuesday evening.

He said the co-ordinated actions of the US and European Union would "have an even bigger bite" on Russia's economy.
The new restrictions include banning Americans or people in the US from banking with three Russian banks.
The aim is to increase the cost to Russia of its continued support for pro-Moscow rebels in eastern Ukraine.

But before traditional conservatives cheer that prospect, they might take a closer look at the foreign policy that a Republican Senate would seek to impose upon the nation.Specifically, they should spend time reading S. 2277, the "Russian Aggression Prevention Act of 2014," introduced by Sen. Bob Corker on May 1, and endorsed by half of the Senate's GOP caucus.
As ranking Republican on the foreign relations committee, Corker is in line to become chairman, should the GOP take the Senate. That makes this proposal a gravely serious matter.
Economic relations between us would be virtually severed.In short, this is an ultimatum to Russia that she faces a new Cold War if she does not get out of Ukraine and Crimea, and it is a U.S. declaration that we will now regard three more former Soviet republics -- Moldova, Ukraine and Georgia -- as allies.
A small, weak country might accept this dictation from a superpower.But Russia, where anti-Americanism is virulent and rampant and the Russian people support Putin's actions in Ukraine, would want him to tell the Americans just what to do with their ultimatum.And how Russia would respond is not difficult to predict.

How do we think Beijing would respond if Corker & Co. openly declared not only their right but their intent to funnel U.S. funds to civic organizations to bring about an end to single-party Communist rule?
The Russian people, today backing Putin by 80 percent, seem happier with their government than we Americans do with ours.But it may be this idea of installing a ballistic missile defense, an ABM system, in Poland and the Czech Republic, that is most dangerous of all.
Putin has already signaled that this would cross his red line, that if we start implanting antimissile missiles in Eastern Europe, he will reply by installing offensive missiles.
The Reagan-Gorbachev INF treaty to eliminate all intermediate-range nuclear missiles from Europe -- the USSR's triple-warhead SS-20s, and our Pershing II and cruise missiles -- could wind up in the dumpster.We could have a mini-Cuban missile crisis in Eastern Europe.

VLADIMIR PUTIN: Good afternoon, colleagues.
Today we will consider the fundamental issues of maintaining the sovereignty and territorial integrity of this country. We all understand how many political, ethnic, legal, social, economic and other aspects this topic encompasses.
Sovereignty and territorial integrity are fundamental values, as I have already said. We are referring to the maintenance of the independence and unity of our state, to the reliable protection of our territory, our constitutional system and to the timely neutralisation of internal and external threats, of which there are quite a few in the world today. I should make it clear from the start that, obviously, there is no direct military threat to the sovereignty and territorial integrity of this country. Primarily, the strategic balance of forces in the world guarantees this.
We, on our part, strictly comply with the norms of international law and with our commitments to our partners, and we expect other countries, unions of states and military-political alliances to do the same, while Russia is fortunately not a member of any alliance. This is also a guarantee of our sovereignty.
Any nation that is part of an alliance gives up part of its sovereignty. This does not always meet the national interests of a given country, but this is their sovereign decision. We expect our national legal interests to be respected, while any controversies that always exist, to be resolved only through diplomatic efforts, by means of negotiations. Nobody should interfere in our internal affairs.
However, ever more frequently today we hear of ultimatums and sanctions. The very notion of state sovereignty is being washed out. Undesirable regimes, countries that conduct an independent policy or that simply stand in the way of somebody’s interests get destabilised.
Tools used for this purpose are the so-called colour revolutions, or, in simple terms – takeovers instigated and financed from the outside.

Exxon, Rosneft find new Kara Sea field ahead of sanctions deadline

A joint venture between ExxonMobil and Russia’s Rosneft discovered a new oil field Saturday in the East-Prinovozemelskiy-1 license area at its Universitetskaya-1 well in the Kara Sea just two weeks before Exxon has to halt work in Russia.Drilling at the field was completed in record breaking time, taking about a month and a half.
Last week, ExxonMobil won an two week extension from the U.S Treasury Department to comply with U.S. and EU sanctions against Russia and wind down its operations in the Kara Sea.
The new deadline for ExxonMobil to halt work at its $600 million Kara Sea joint venture project with Rosneft is October 10.
The sea depth at the drilling site is about 265 feet, with the depth of the straight well at 6,932 feet.
Universitetskaya-1 could be worth as much as $900 billion.
Official estimates put Kara Sea reserves at around 36 billion barrels of oil.

Russia's state-owned Rosneft and US oil giant ExxonMobil announced on Saturday they had found oil in the Kara Sea off the north coast of Siberia in a joint drilling project. However, ExxonMobil has also had to announce that it would "wind down" the project, following US and EU sanctions on exports of technology and services for Arctic developments.
"Oil has been discovered"*in the University-1 well, Russia's northernmost well, Rosneft said in a statement. Three*areas of the new oilfield - which has been*named Victory*- are believed to contain 87 billion barrels.
Igor Sechin, Rosneft’s chief executive, said at the opening ceremony that the discovery was a "joint victory," and thanked "friends and partners" including ExxonMobil, in the company statement. *

Western Oil Companies to Continue in Russia Despite Sanctions

SOCHI, Russia--Western oil companies have pledged their readiness to continue working in Russia despite Western sanctions, which have already put a brand new project into question.
Speaking at an investment conference in Russia's southern port of Sochi, Olivier Lazare, the president of Shell Russia, said the company's strategy in Russia hasn't changed because of the sanctions.
"But of course we have to comply with the sanctions," he said, adding that the company is seeking clarification on what the sanctions mean for its business in Russia.
General director of Total E&P Russie, Jacques de Boisseson, also said the company is committed to work in Russia.
"We have continued to work in spite of sanctions, this is about consistency, about long-term work, about trust with our partners," he said. "Yes, we are used to work with sanctions. No, we don't like to do that.
"Western countries have imposed sanctions against Moscow for its policy toward Ukraine. The sanctions ban exports of certain technologies, including that for Arctic drilling, and limit financing of Russia's largest oil and gas companies.
The sanctions have already put at risk drilling at an oil rig in the Kara Sea in Russia's Arctic, developed jointly by state-controlled oil company OAO Rosneft and U.S. energy firm Exxon Mobil.
Rosneft, which needs modern technologies and know-how, has joined with with Exxon Mobil to develop Russia's Arctic shelf in the Kara Sea since 2011. The companies launched the Univesritetskaya-1 rig, Russia's most northern oil project, Aug. 9. Russia President Vladimir Putin, who watched the launch online praised it then as an example of "prevailing pragmatism".
Since then, Rosneft was hit by U.S. and European Union sanctions last week.Russian Natural Resources Minister Sergei Donskoi said Friday that "a halt to drilling is possible. The probability (of the suspension) is high," but added that drilling is still going on.
Rosneft declined to comment.
Russian Energy Minister Alexander Novak said the sanctions won't affect the Russian energy sector, but he hinted that those Western companies that leave Russia because of the sanctions may not be able to come back.

Russia is moving tactical nuclear weapons systems into recently-annexed Crimea while the Obama administration is backing informal talks aimed at cutting U.S. tactical nuclear deployments in Europe.
Three senior House Republican leaders wrote to President Obama two weeks ago warning that Moscow will deploy nuclear missiles and bombers armed with long-range air launched cruise missiles into occupied Ukrainian territory.
“Locating nuclear weapons on the sovereign territory of another state without its permission is a devious and cynical action,” states the letter signed by House Armed Services Committee Chairman Howard P. “Buck” McKeon (R., Calif.) and two subcommittee chairmen.
“It further positions Russian nuclear weapons closer to the heart of NATO, and it allows Russia to gain a military benefit from its seizure of Crimea, allowing Russia to profit from its action.
”Russian President Vladimir Putin in recent months “has escalated his use of nuclear threats to a level not seen since the Cold War,” they wrote.
In a related development, the Obama administration is funding non-official arms control talks with Russia through a Washington think-tank that are aimed at curbing U.S. tactical nuclear arms in Europe.
The first round of talks was held in Vienna Monday and Tuesday.
Critics say Obama administration arms control officials at the State Department and Pentagon are using the informal nuclear talks as groundwork for future tactical nuclear arms cuts.
Such cuts are likely to be opposed by NATO allies, especially in Eastern Europe, worried by growing Russian military threats to the continent.
Regarding the nuclear deployments to Crimea, Senate Armed Services Committee ranking member James Inhofe (R., Okla.) first disclosed last month that Putin had announced in August his approval of deploying nuclear-capable Iskander-M short-range missiles along with Tu-22 nuclear-capable bombers in Crimea, located on the Black Sea.
“The stationing of new nuclear forces on the Crimean peninsula, Ukrainian territory Russia annexed in March, is both a new and menacing threat to the security of Europe and also a clear message from Putin that he intends to continue to violate the territorial integrity of his neighbors,” Inhofe stated in a Sept. 8 op-ed in*Foreign Policy.

Most people in the English-speaking parts of the world missed Putin's speech at the Valdai conference in Sochi a few days ago, and, chances are, those of you who have heard of the speech didn't get a chance to read it, and missed its importance. (For your convenience, I am pasting in the full transcript of his speech below.) Western media did their best to ignore it or to twist its meaning. Regardless of what you think or don't think of Putin (like the sun and the moon, he does not exist for you to cultivate an opinion) this is probably the most important political speech since Churchill's “Iron Curtain” speech of March 5, 1946.
In this speech, Putin abruptly changed the rules of the game. Previously, the game of international politics was played as follows: politicians made public pronouncements, for the sake of maintaining a pleasant fiction of national sovereignty, but they were strictly for show and had nothing to do with the substance of international politics; in the meantime, they engaged in secret back-room negotiations, in which the actual deals were hammered out. Previously, Putin tried to play this game, expecting only that Russia be treated as an equal. But these hopes have been dashed, and at this conference he declared the game to be over, explicitly violating Western taboo by speaking directly to the people over the heads of elite clans and political leaders.
Putin: Global Economy Will Collapse if Oil Prices Remain at $80 per Barrel

MILAN, October 17 (RIA Novosti) – Russian President Vladimir Putin said Friday that world economy will collapse if oil prices remain at $80 per barrel.
Shale oil production in the United States is profitable at a price of $80 per barrel, according to Putin.
“If oil prices remain at $80 per barrel, it will lead to production collapse. Budgets of all major oil-producing countries are based on the price of little more than $80, close to $90 per barrel…” the Russia leader told reporters after the Asia-Europe Meeting (ASEM) summit in Milan.
Crude oil prices have been in decline since mid-June and have lost over 28 percent of their value since that time. Oil prices started dropping on October 10 after OPEC published its October report which indicates increases in oil production in OPEC-member countries. Gulf nations plan to oppose any cut to OPEC’s oil-production ceiling at next month’s meeting, according to experts.

In the course of the past two months the militants have been trying to capture the Donetsk airport, therefore the appearance of more Russian troops group did seem as something particularly unusual. Besides this report, information was received a few days earlier regarding up to two battalions of Russian troops arriving in the area of Durnaya Balka.
According to our witnesses, on the 18.10.2014 sometime after 21:00 the militants in Donetsk panicked in response to some perceived threat and shelled the hospital district and the trooper’s base. It was reported that a large number of Russian troops were killed and wounded in this artillery shelling.
Two days later, on October 20th, a violent explosion occurred in Donetsk at the chemical factory (label 2). This explosion was so dramatic it damaged multiple buildings around the city. In the course of data collection from local sources we found out that the militants’ artillery was firing from Makeyevka, “Metalurk” stadium district, Donetsk Kalininsky district as well as the area of the former mine №11 shaft.
The factory was most likely stuck by one of the militant groups which either did it on purpose, or tried to hit the ATO positions in Pesky, probably from “Metalurg” stadium territory, but the shell fell short hitting the chemical factory causing further casualties.
As reported earlier, different groups of militants’ have been fighting among themselves, as well as between themselves and Russian forces in that region. While one cannot rule out any option, the most likely scenario is that Russian casualties have been inflicted by conflicts between the DPR `warlords’

U.S. Military Chief Compares Putin’s Ukraine Move to Stalin’s Invasion of Poland
Today the U.S. government claimed the Russian military is firing artillery into Ukraine and the Chairman of the Joint Chiefs said it reminds him of Russia’s invasion of Poland in 1939.
Chairman of the Joint Chiefs of Staff Martin Dempsey said Thursday that Russian President Vladimir Putin’s new use of Russian military force inside Ukraine harkens back to 1939 when Joseph Stalin led a Russian invasion of Poland, and Dempsey predicted Putin was far from finished.
Dempsey was speaking to the Aspen Security Forum and responding to the news that the U.S. government is accusing the Russian military of firing artillery from Russian territory into eastern Ukraine in support of separatists there. The latest development represents a dangerous escalation of the crisis on the part of Putin, and the Russia-Ukraine crisis is now a global problem, he said.

I have even seen a picture of a family wedding that took place in June 1939, in the garden of a Polish country house I now own. All of these pictures convey a sense of doom, for we know what happened next. September 1939 brought invasion from both east and west, occupation, chaos, destruction, genocide. Most of the people who attended that June wedding were soon dead or in exile. None of them ever returned to the house.

Iran and Russia have built unanimous consensus among the Caspian states, which also feature Azerbaijan, Kazakhstan and Turkmenistan, over the inadmissibility of a foreign military presence in the Caspian Sea, ruling out any future possible deployment of NATO forces in the basin.
A political declaration signed by the presidents of the five Caspian states at the IV Caspian Summit held in Astrakhan, Russia, on September 29, “sets out a fundamental principle for guaranteeing stability and security, namely, that only the Caspian littoral states have the right to have their armed forces present on the Caspian,” according to a statement by Russian President Vladimir Putin in the wake of the summit.
His Iranian counterpart, Hassan Rouhani, added that “there is consensus among all the Caspian Sea littoral states that they are capable of maintaining the security of the Caspian Sea and military forces of no foreign country must enter the sea,” Iran’s state news agency PressTV quoted Rouhani as saying.
The move comes as both Russia and Iran are experiencing tense diplomatic relations with Western countries and feel increasingly threatened by a foreign military presence in the Caspian Sea.
“Both Iran and Russia have interests in keeping under control a military presence of Western countries in the basin,” Bahman Diba, foreign policy expert and author of The Law and Politics of the Caspian Sea, told The Diplomat.
“Because of the ongoing troubles with former Soviet countries such as Ukraine and Georgia, Russia revived a foreign policy that can bring to mind the Cold War era. At the same time, the Iranian regime is concerned that the west may use Caspian countries to put pressure on its nuclear program.”
The Ukraine crisis has left the West seriously at odds with Moscow, which stands accused of breaching international law and violating Ukraine sovereignty. The array of sanctions imposed by the U.S. and Europe on Russia following the annexation of Crimea and fighting in Eastern Ukraine represent the toughest action taken by Western countries against the Kremlin since the collapse of the Soviet Union.
Meanwhile, Iran is engaged in delicate negotiations with the P5+1 bloc (the U.S., Russia, China, U.K., and France, plus Germany) over its civilian nuclear energy program. Since Rouhani took office in 2013, the two parties have moved beyond the impasse that prevailed during the tenure of Rouhani’s predecessor, Mahmoud Ahmadinejad, and a breakthrough agreement was struck in November 2013. Amid recurring hiccups in the negotiations, the two sides are now trying to strike a comprehensive agreement by November 24.

A destructive “Trojan Horse” malware program has penetrated the software that runs much of the nation’s critical infrastructure and is poised to cause an economic catastrophe, according to the Department of Homeland Security.
National Security sources told ABC News there is evidence that the malware was inserted by hackers believed to be sponsored by the Russian government, and is a very serious threat.
The hacked software is used to control complex industrial operations like oil and gas pipelines, power transmission grids, water distribution and filtration systems, wind turbines and even some nuclear plants. Shutting down or damaging any of these vital public utilities could severely impact hundreds of thousands of Americans.

Russia’s nuclear missile force staged large-scale exercises across the vast country Thursday consisting of drills to combat sabotage and chemical weapons attacks. More than 30 regiments of the Strategic Missile Forces were involved in 12 regions, according to Itar-Tass, a Russian news agency close to the government.
“According to the drill scenario, simulated enemy’s sabotage groups planted mines on the combat patrolling route sections and used toxic agents in the field. Engineer troops, radiological, chemical and biological defense forces, as well as anti-sabotage units have been engaged in the exercises,” said Defense Ministry spokesman Col. Igor Yegorov. Russia’s Strategic Missile Forces plan to test-fire their new Sarmat intercontinental ballistic missile in 2017. The Sarmat would replace the Cold War-era R-36 missile, nicknamed “Satan” by NATO, which is the largest ICBM ever made.
Russia’s stockpile of 8,400 nuclear warheads is the largest in the world, surpassing the U.S.’s 7,500. Both nuclear superpowers have taken steps over the last 25 years to reduce their stockpiles under landmark accords agreed upon following the end of the Cold War.
Meanwhile, the Russian navy launched nuclear combat exercises in international waters in the Arctic last week, which was rumored to be in response to NATO’s plans to bolster defenses in the ex-Soviet Baltic states on Russia’s western border. Russia’s nuclear submarine fleet was involved in the exercises and engaged in simulated ballistic missile launches and Arctic navigation, according to Newsweek.
The Russian government announced late last year that it would upgrade its nuclear weapons capabilities as a part of a wider military modernization over the next decade. That includes building a "guaranteed nuclear deterrent,” according to President Vladimir Putin.

However, current mild alarm in Europe cannot lead us, or our EU allies, to become passive in addressing a long-term solution. On an annual basis, Russia supplies more than half the gas consumed in Ukraine and more than a quarter of the gas consumed in the EU. Although Ukraine is importing small amounts of gas through reverse flows from Hungary and Poland, Russian imports are required to meet increased demand during the winter heating season.
So where does that leave us today? While the media and others have focused on European energy security only for the last several months, the United States Government has been focused on this issue for several years. As early as the late 1990s, we were heavily engaged in negotiations that made the Baku-Tbilisi-Ceyhan pipeline a reality despite the skepticism of experts who said Azerbaijani oil would never flow to European markets.
Our European energy security efforts intensified after Russia cut off gas supplies to Ukraine and European customers in 2009. Since then, the State Department, spearheaded first by the Special Envoy and now by the Bureau of Energy Resources, has been intensely focused on energy security in Europe, advocating energy diversification across the European continent, particularly in Central and Eastern Europe. We work hand-in-hand with the EU Commission as well as with the Energy Envoys in Eastern/Central European countries, and meet often with the Visegrad-4+ (“V4 plus”) states (Poland, Slovakia, Czech Republic, and Hungary, plus Bulgaria, Romania and Croatia). In fact, DAS Yee and I just returned from Hungary and Croatia last week.
When we talk about supply diversification in a European context, there are several components that must be addressed. First is fuel mix – countries should use less by increasing energy efficiency and advancing low carbon energy sources like renewables. A diverse fuel mix could also include nuclear energy and domestic production of gas, including pursuing unconventional supplies if the conditions are right, including subsurface (geologic) potential and above-ground considerations like a strong regulatory regime and environmental safeguards.
Second, it is crucial to diversify import routes: ultimately, Europe must build an interconnected pipeline system that allows gas to flow freely throughout the continent. Finally, European countries must pursue diversification of sources away from a dependence on a single supplier. I am not suggesting that countries should eliminate Russian imports – that is neither necessary nor reasonable and Russia will and should remain a central player in the region – but introduction of alternative supplies will promote competition in the energy market. This will ultimately increase energy security while also benefitting consumers.
We as a government are working actively with our friends and allies in Europe to promote diversification with actions as well as words. We are supporting their efforts to ensure the Southern Corridor becomes a reality. We are pleased the project achieved the key milestone of securing a Final Investment Decision (FID) in December 2013. We strongly supported the creation of the Greece-Bulgaria Interconnector, which will allow gas from the Southern Corridor to supply Southeast Europe rather than just enter Central and Western Europe via Italy. For the same reason we are supportive of proposals to build an extension of the Southern Corridor from Albania all the way to Croatia via the Ionian-Adriatic Pipeline, once enough gas becomes available, ultimately supplying neighbors Hungary, Ukraine and others.
We are working closely with colleagues in the EU’s Directorate-General for Energy (DG Energy) to advance east-to-west and west-to-east interconnections of infrastructure in Central and Eastern Europe. These efforts are already producing successful projects such as the recent announcement of the Hungary-Slovakia interconnector. We also support proposals to build liquefied natural gas (LNG) terminals at critical points on European coasts, from Poland to Croatia to the Baltics. In short, Mr. Chairman, we agree with our European allies on the critical need for Europe to improve its energy infrastructure by constructing new pipelines, upgrading interconnectors to allow bidirectional flow, and building new LNG terminals to diversify fuel sources.
We commend the European Union for legal reforms that accelerate market integration and promote diversification of fuel types, sources, and routes. Known as the Third Energy Package, these reforms laid the foundation for a common, regulated, and transparent gas market across the EU. The Third Energy Package separates control of energy supplies from the infrastructure that delivers that energy, so natural gas suppliers, for example, must either divest from ownership of pipeline infrastructure or allow an independent operator to manage the pipeline. It gives any purchaser of gas full control over the product, allowing whoever holds title to the energy the right to sell it onward to any other interested customer, thus eliminating destination clauses. And obligatory third-party access eliminates monopoly control over pipelines, allowing any entity to compete to use gas infrastructure to deliver its product to any consumer who seeks to purchase it.
Part of the answer for Ukraine’s energy security is its integration into the EU’s energy market. However, before this integration can happen successfully, it is essential that, Ukraine reform its energy sector. If it does not, and if corruption and inefficiency continue along with crippling energy subsidies for consumers, Ukraine will be right back where it started before long.
That’s why we are working with Ukraine on internal reform, governance, and efficiency improvements. A major precondition for the financial package from the IMF, and for U.S. and European assistance, is Government of Ukraine action to reform its domestic price and subsidies. The interim government is to be commended for passing and beginning to implement these reforms, but it will be up to the Poroshenko government to see them through. It will be necessary to fight corruption in the energy sector, unleash private investment, and stick to consumer price increases to incentivize energy efficiency improvements, all of which will have a major impact on Ukraine’s energy security and economic growth. Ultimately, it is up to the Ukrainian people and their government to achieve this level of domestic reform, but the Administration believes it is our responsibility to provide what tools we can to assist them – and ensure the political space to maneuver – wherever possible.
Getting back to the current state-of-play, the United States, although not party to the trilateral gas negotiations, is working closely with Ukraine and the EU to identify solutions that will bring an end to the current crisis and make the Ukrainian and the EU gas supply systems more resilient in the future. EU Energy Commissioner Günther Oettinger, his cabinet and DG Energy have done an incredible job, and we are in weekly contact with Commissioner Oettinger and his staff, and with Ukrainian Energy Minister Yuriy Prodan, on this issue.
We have worked closely with the governments and pipeline operators of Ukraine, Hungary, Poland and Slovakia and with European energy companies to see gas flowing west to east from Europe into Ukraine. Thanks in part to these efforts, gas is now flowing from both Poland and Hungary into Ukraine. In late April in Bratislava, with close involvement of the EU and the State Department, the governments of Ukraine and Slovakia also signed an MOU on reverse-flow – an agreement which will allow gas to begin to flow from Slovakia into Ukraine as soon as September. Although the volumes will be small initially, they could increase significantly over the next year and help Ukraine benefit from Europe’s competitive energy market.
In view of the risks to European gas supplies during a dispute between Russia and Ukraine, the G-7 energy ministers also agreed to collaborate in support of contingency planning by vulnerable countries for the upcoming winter season met in Rome on May 5-6, 2014. We are working with the Department of Energy as they coordinate an effort to assist the most vulnerable central and southeast European countries to assess their situation and share best practices.
We are also working to develop and implement programs to increase Ukraine’s energy production and efficiency. The Bureau of Energy Resources is overseeing a U.S. government and donor effort to increase private investment to boost gas production from existing fields, strengthen transparency and management of operations and revenue management at Naftogaz, Ukraine’s state-owned oil and gas company, and build the Government of Ukraine’s capacity to manage the implementation of production sharing contracts for unconventional gas exploration
and development. Within one year, we could introduce improved technologies to increase production in existing gas fields. Additionally, the European Bank for Reconstruction and Development (EBRD) will be a primary partner to pilot a new tender to open existing fields up to private sector investment and increase domestic gas production. On unconventional gas, through the Bureau of Energy Resources’ Unconventional Gas Technical Engagement Program (UGTEP), we are working with the government of Ukraine to assist them in preparing and implementing their responsibilities under contracts with international oil companies to increase unconventional gas production in a commercially- and environmentally-sustainable manner. The U.S. Government also is sending a petroleum geologist to provide advice about unconventional gas exploration. Finally, it is critical that Ukraine reduce the country’s energy intensity. Thankfully, the United States has a long history of support for energy efficiency in Ukraine. Most recently, USAID’s Municipal Energy Reform Project (MER Project) is designed to enhance Ukraine’s energy security as well as to reduce and mitigate GHG emissions resulting from the poor use of energy resources in Ukrainian municipalities.

Despite being quick to condemn Russian military manoeuvers, NATO is conducting wide-scale war games in the Baltic states and creating a “line of troops” across Eastern Europe. The US denies a double standard, but records and transcripts suggest otherwise.
Thousands of US troops and hundreds of tanks have poured into Estonia, Latvia and Lithuania in the past two months as part of an operation dubbed “Atlantic Resolve.” In February, 140 NATO vehicles and 1400 troops swept through Narva, a mere 300 meters from the Russian border.
“As you connect countries, there is almost a line of US troops,” Defense News quoted Col. Michael Foster of the 173rd Airborne Brigade on March 2 as saying. US forces have previously held joint war games with Baltic nations, with names such as “Saber Strike,” “Spring Storm” and “Flaming Sword.”

When asked why the US was condemning Russian exercises inside Russia, State Department press official Jeff Rathke told RT no such statement had ever been made.
While the US has not criticized every military drill conducted by the Kremlin, last August State Department spokeswoman Jen Psaki said Russia’s aviation exercises are “provocative and only serve to escalate tensions.”
Kansas City Here It Comes: A New Nuclear Weapons Plant!
Should the U.S. government be building more nuclear weapons? Residents of Kansas City, Missouri don’t appear to think so, for they are engaged in a bitter fight against the construction of a new nuclear weapons plant in their community.
The massive plant, 1.5 million square feet in size, is designed to replace an earlier version, also located in the city and run by the same contractor: Honeywell. The cost of building the new plant—which, like its predecessor, will provide 85 percent of the components of America’s nuclear weapons—is estimated to run $673 million.
From the standpoint of the developer, Centerpoint Zimmer (CPZ), that’s a very sweet deal. In payment for the plant site, a soybean field it owned, CPZ received $5 million. The federal government will lease the property and plant from a city entity for twenty years, after which, for $10, CPZ will purchase it, thus establishing the world’s first privately-owned nuclear weapons plant. In addition, as the journal Mother Jones has revealed, “the Kansas City Council, enticed by direct payments and a promise of ‘quality jobs,’ . . . agreed to exempt CPZ from property taxes on the plant and surrounding land for twenty-five years.” The Council also agreed to issue $815 million in bond subsidies from urban blight funds to build the plant and its infrastructure. In this lucrative context, how could a profit-driven corporation resist?
Kansas City residents, however, had greater misgivings. They wondered why the U.S. government, already possessing 8,500 nuclear weapons, needed more of them. They wondered what had happened to the U.S. government’s commitment to engage in treaties for nuclear disarmament. They wondered how the new weapons plant fit in with the Obama administration’s pledge to build a world free of nuclear weapons. And they wondered why they should be subsidizing the U.S. military-industrial complex with their tax dollars.
Taking the lead, the city’s peace and disarmament community began protests and demonstrations against the proposed nuclear weapons plant several years ago. Gradually, Kansas City PeaceWorks (a branch of Peace Action) pulled together the local chapter of Physicians for Social Responsibility, religious groups, and others into a coalition of a dozen organizations, Kansas City Peace Planters. The coalition’s major project was a petition campaign to place a proposition on the November 8, 2011 election ballot that would reject building a plant for weapons and utilize the facility instead for “green energy” technologies.

MOSCOW (AP) — The Russian military on Monday launched sweeping military maneuvers in the Arctic and other areas, a show of force ordered by President Vladimir Putin amid spiraling tensions with the West over Ukraine.
The five-day Arctic drills involving 38,000 servicemen, more than 50 surface ships and submarines and 110 aircraft are intended to check the readiness of Russia's Northern Fleet and the military's ability to deploy additional forces from central Russia.
Defense Minister Sergei Shoigu said "the new challenges and military threats require further increase of the armed forces' capabilities."

Saudi Arabia is investing heavily in its downstream business and developing captive markets to enter global oil market domination and counter the threat of U.S. tight oil.
Saudi Arabia has been crafting the strategy for a few years, but it has come in sharp focus after the kingdom convinced other OPEC producers to maintain oil production at a meeting last November despite a collapse in crude prices.
Oil prices have fallen 50% since June 2014, but Saudi officials have been unmoved as they see their strategy working. That suggests that the country has effectively handed over the role of swing producer to more expensive non-OPEC producers and made a real play to capture more market share.

We know year by year what’s going to happen, and they know that we know. It’s only you that they tell tall tales to, and you buy it, and spread it to the citizens of your countries. You people in turn do not feel a sense of the impending danger – this is what worries me. How do you not understand that the world is being pulled in an irreversible direction? While they pretend that nothing is going on. I don’t know how to get through to you anymore.
Does anyone in the reeking garbage heap that is mainstream western media have a conscience? Do they even have enough intellect to get what Putin is saying – that they are helping to push the planet towards World War III?

This complex and weighty question must be posed with caution and total disinterestedness in thought. Most of all, a form of sovereignty is not an “abstraction conception” and not a “political scheme” indifferent to the life of peoples, but an order of life and the living organization of the people. ST.PETERSBURG, June 17. /TASS/. The world needs such a powerful country as the United States but Moscow does not want Washington to meddle in domestic affairs and prevent the European Union to build relations with Moscow, Russian President Vladimir Putin told a plenary session of the St. Petersburg International Economic Forum.
"The world needs such a powerful country as the United States. And we also need it. But we don’t need them to constantly interfere in our affairs and tell us how to live and prevent Europe to build relations with us," Putin said.
The US tells its European partners to tolerate sanctions against Russia although they affect Europe’s economy. "Why tolerate? I don’t understand," Putin said, adding that compared with the EU, the US economy is not suffering from the anti-Russian sanctions.
The Russian president admitted that the US is the only superpower today. "We understand this, we want and are ready to work with the United States," Putin said.
Balance of interests with West must be sought to prevent Cold War
Putin believes that the western policy of unilateral actions by the West breeds chaos and that a dialog and search for mutually acceptable solutions is needed instead for preventing a rerun of the Cold War.
"If the policy of unilateral actions goes on, if steps in the international scene, very sensitive for the international community, are not coordinated, such (negative) consequences will be inevitable," he said at the full-scale meeting of the forum. "If we turn an attentive ear to each other, if we look for a balance of interest, this will not happen."
"If there is such cooperation, nobody will ever talk about any Cold War," he remarked. Putin said he would not like to think that "we are moving towards some Cold War."
"I am certain that nobody wishes that," Putin said. In his opinion, however dramatic the logic of international relations might seem, it was not a logic of global confrontation.

Russia responds to NATO's expansion, creates new S-500 air defense system
Russia's Defense Minister Sergei Shoigu said that Russia would form three new divisions before the end of the year to respond to NATO's aggressive expansion. According to Shoigu, Russia intends to counteract to NATO's actions near the borders of Russia.
"The Ministry of Defense takes a series of measures to counter the growth of NATO forces in the vicinity of the Russian border. Before the end of the year, two new divisions will be formed in the Western Military District. Another division will be established in the Southern Military District," Shoigu said at a meeting of the department, RT reports.
According to Russian Defense Minister Sergei Shoigu, actions of the United States aimed at the deployment of infrastructure near Russia's borders force Russia to take adequate retaliatory measures.

Putin, From Monastery Seclusion, Warns “State Of War” With Japan Now Exists

The Ministry of Defense (MoD) is reporting today that President Putin has ordered a rapid deployment of thousands of troops and supplies to the Arctic region in response to a “state of war” now existing between the Federation and the State of Japan after that Asian island nation elected to its parliament a majority of legislators belonging to one of the most dangerous and deadly religious “war cults” our modern world has ever seen. Nine Americans among terror suspects arrested in Saudi Arabia – report

Nine US citizens have been arrested on terror charges in Saudi Arabia, local media report. The Americans were among a total of 33 terror suspects detained over the past week.
The arrests come following a string of attacks against Shia targets claimed by Sunni jihadists that have killed 50 people over the past year.
Among the suspects are 14 Saudi citizens, nine Americans, three Yemenis, two Syrians, a Filipino, an Indonesian, a citizen of Kazakhstan, a Palestinian, and a citizen of the United Arab Emirates, Saudi Gazette, an English-language daily, reported on Sunday, referencing an unnamed source.
Two US officials have told Reuters that Washington cannot immediately confirm that American citizens are among the 33 suspects. However, one of the officials said that US authorities are still checking the names against their databases.
Riyadh declared Islamic State (IS, formerly ISIS/ISIL) a terrorist organization in 2014. In July of 2015 alone, Saudi Arabia announced the arrest of 431 suspected members of the terrorist group.
IS responded with a series of terror acts, performed mostly by suicide bombers. The latest attack took place last Friday, when a bombing and shooting attack on a Shia mosque in the al-Ahsa district of Eastern Province left at least four people dead and 18 injured.
