Well, it's probably an oversimplification of multiple issues. We have the constitutional rights (13th Amendment, etc.) of the inmates to consider in the greater context of DOC operations, and there are special considerations during critical operations, i.e. riots, etc.
It is difficult to weigh situations properly when the PC'ers have their thumbs on the scale.
