I believe you answered your own question, Saturnino.
The situation is being deliberately mismanaged to make Bush look as bas as he really is. We have had much better responses to other natural disasters recently to prove the point.
What intrigues me most is that the new prison camps haven't been opened up yet to accept the refugees. If this continues, seems consistent with my theory that these camps may be reserved for a very "special" type of prisoner.
