My take is that the NO mayor is a good guy and the NY mayor was/is a bad guy. Nagin let the people know the situation and presumed FEMA would do it's job. Nagin seems not to be in the loop, but Juliani was as he expertly led a post disaster coverup. The NYFD is still under a gag order.
