I really disagree... another way to understand the same situation is to see that people who have been rejected by the system, who have been denied all the opportunities to make a decent living, usually give up having initiative and hope. This makes sense, because for them initiative doesn`t work.
Why go to school if you can`t get a decent job because you are black ? It comes a time when the person gives up.
We see the same phenomena in Brazil: usually the poor who can`t get jobs turn into alcoholism. And we don`t have welfare state.
I think blaming the poor for their condition is just one more side of the terrible lack of compassion and love that the competitive American society shows all the time.
