Umm. From what I heard on radio, as my other thread mentioned, the disaster response teams didn't need a lot of imagination to think that a Category 5+ hurricane heading over land would cause problems. Power being out with no air conditioning or refrigeration causes predictable problems, especially for the elderly. Sewer back ups also give predicatble problems.
Time is of the essence in such scenarios, as previous disasters have shown. As my thread tried to explain, Canada sent a team to the NO area 5 days ahead of the US Army.
These are scenarios where waiting 3 days for a disaster to unfold before acting is too long. Sort of like waiting a few hours to see where hijacked airliners end up.
