This is exactly what I couldn't get through our friend Nex's thick skull: that FEMA was never chartered to protect the victims of natural disasters, just the government.
That's why it had to be implemented in such an underhanded way, without open discussion. And that's why its response to recent events, especially the New Orleans Holocaust, should not be a surprise to anyone.
