At the very least I think the changing of the guard, i. e., the department heads who mysteriously resigned right after Bush's reelection such as Tom Ridge, must be replaced before the process is set in motion to unleash another faux terror attack. I'm reading today about some more names being tossed in the ring for the Homeland Security vacancy, so I would speculate that late winter or early spring would be the very earliest opportunity for more mayhem, after the confirmation hearings.
