Ok. Think about it. The US, supposedly THE world's superpower has consistenly botched up every attempt to create a Western Hemisphere Free Trade Zone since the inception of NAFTA in 1993. Ya, it's 2005. Global and monumental incompetence? I think not. Design.
Western hemisphere? Global nature preserve/resort for global elites.
