The problem with crimes such as DUI is that once you are drunk and on the road, you are a danger. The best way to lessen that danger is DETERRENCE through public information and "Show of Force". What we don't know, however, is the level of bias or selective enforcement in the selection of checkpoint sites. Based on your information there doesn't appear to be much bias in site selection.
I will say, however, that in NJ there is a "Rat out your fellow driver" campaign that reads: "Report suspicious behavior."
Well, that's what we do here, and damn if you don't look suspicious! :-o
