Sort of like, the "Good Cop, Bad Cop" syndrome. Two sides of the same coin.
Also, amongst those ranks, there is a lot of competition. Not necessarily the kind we might understand, such as a “healthy competition”, if there such a thing, but the worst kind, the kind that has no scruples. The one that gets you to the top, whether you deserve it or not, the one that lies, & cheats, & kills if it has to, that kind of competition. So, yeah, we should expect to see a “hell” of a lot more of that amongst them.
