I think the distinction here is that to a disbeliever, the power of Satan’s influence is extremely persuasive, but to a submitter, it is nil. Belief in the power of God renders all other power inert.
I must admit though that God has power over Satan because his power is God’s creation: God can take it as easily as He gives it. Ultimately all power is God’s. I believe Ahmad is right when he says this.
