I am of the opinion that it would be impossible to spare their counterparts by spraying everywhere in the country except Washington, D.C.
I would be more inclined to think that the DA's most probably began the "hype" about noxious fumes creating disease, etc. as a "psychological operation."
I believe it is purely weather modification.
But, I could be wrong.
