Films like "Children of Men", "Starship Troopers 3" or "28 Weeks Later" are dystopic film. As such, they give visions of the future that are supposed to be negative. I don't think anyone can seriously claim that the sort of future depicted in those films is the sort of future desired by the movie directors in question.
