I think you have a good idea going. But as everything else these days, it is hard to get the ball rolling. In the days when internet first started, we saw an opportunity to speak out and be heard on a global scale. Today, the internet relies mostly on search engines (whose algorithms seem pretty hard to figure out) and the spiders' idea of a good site. So we are back to the "word of mouth" spread.
Went off on a tangent there... My point: it is very hard to start the project even on a small scale in respect to awareness first and action second.
We are still dealing with people, and if we provided the funds to sustain these employees, we all know that the next day, someone else is going to take up the same job. There is always that guy that needs the money.

It is a vicious cycle which, with goodwill and creativity, I believe it can be broken.
