I'm not familiar with Dutch statistics.
In the orriginal article, "unfit" refers to people who neglect or abuse their children. It is not a term used by Dutch authorities or Dutch media.

As I said, the term "unfit" here refers to people who neglect or abuse their children. Sexual abuse is part of that definition.
