If he were truely edited into the frame, then he would have been either completely in front of or completely behind the bars. To insert him half way between the bars would require them to break the image apart into layers and then intentionally lay him BETWEEN the layers for the first and third bars. The second bar shows nothing irregular
In order for this to be a doctored image through superimposing the rear man onto the image, they would have had to intentionally created a bad edit, because those overlaying bars are so bad they would have to have been INTENTIONALLY left there.
Not only that, but anyone can see the bars are not straight. They have a slight bend to them at the persons body.
I mark this one up to poor photo quality... or simply out-right stupid photo manipulators. I'd side with the former.
