The head is responsible for preparing the implementation of the new world view and image of man by means of scientific synthesis and global cooperation/coordination. These tasks are assigned to two institutions:

The synthesis function is the task of a global university:
- Faculty of education/training : Synthesis of holistic education
- Faculty of statecraft/law : Synthesis of global guiding legislation
- Faculty of economics : Synthesis of global economic flows

The principal taks of the Faculty of education/training consists in studying the human being in his three dimensions (universal/spiritual, collective/emotional, individual/material) as well as in working out a synthesis between science/education, religious/ethics, and art/culture in order to create a system of holistic education and to satisfy man's threefold needs.

The principal task of the Faculty of statecraft/law consist in elaborating guiding global legislation to encourage the social harmony of all nations in the economic, political and educational spheres on the basis of justice.

The principal task of the Faculty of economics consists in working out a synthesis of the global economic flows (finance, agriculture, trade, services, commerce, and industry).

The function of global cooperation/coordination devolves upon three global councils:
- Global council for education/training : Cooperation in holistic eduction
- Global council for politics : Passing global guiding laws
- Global council for economics : Coordination of global economics flows

The global council for education/training is composed of educationalists, scientists, representatives of the world religions, as well as cultural and media professionals. Their task is to prepare new impulses for a holistic education to be implemented globally.

The global council for politics is composed of all state presidents/heads of governments and professors of law. It is their task to organize the harmonious co-existence al all nations on the basis of an emerging "global justice" by means of superordinate guiding laws in education, politics and economics.

The global council for economics is composed of entrepreneurs and economics experts. It is their task to channel market forces - the basis for global production and distribution - so that all 197 nations are linked equitably to the global economic flows.


The nervous system within the global social organism synchronizes all nations and functions via an interlinked system of universities and councils.
Regional councils act as a link between the three councils of the nations and the three global councils:

- 3 global council chambers for education/training
- 7 regional councils for politics
- 12 regional councils for economics

The three global councils chambers for education/training bring together the most universally-minded and inspiring representatives of their respective fields: leaders in global science/education in the chamber of education/training, leaders in world religions/social ethics in the council for religion/ethics, and leaders in culture/art in the council for art/culture. It is their task to disseminate new impulses for a new and holistic form of education.
Delegates of the three global council chambers for education/training shall make up the global council for education/training. Each of the three council chambers shall take turns in chairing the global council for education/training.

The council chambers for education/training comprise: 1 science/education, 2 religion/ethics; 3 art/culture

The seven regional councils for politics comprise the state presidents/heads of government/professors of law of all nations in the relevant political world regions. Their task is to integrate the nations into their respective world political regions and into the global community of nations. They shall adapt the global in their respective world region. Delegated legal professors of the seven regional councils for politics together with all state presidents/heads of governments shall form the global council for politics. Each of the seven political world regions shall take turns in chairing this global council.

The following are proposed examples of political world regions:
