The domino principle does not apply in the ME theatre. Each operation has to be planned and justified according to its own unique features. Nukeyoolar power plants in Iran do not justify a full-scale assault; barely enough to trigger a preemptive strike, presumably with Israel in tow.

SO, the idea that we need a new, big, devastating triggering event (i.e. another major terror strike) makes a lot of sense to minimize blowback.
Sure: White House, Capitol, etc. were all on the list back in 1999 when 9/11 was on the drawing board. In fact, the Capitol has been destroyed and rebuilt at least twice, if memory serves. Historical precedent? What about the biological suicide attack, per the prime-time movie? :-o
