Yes, these files are used everyday by prospective employers as well...especially those that are contractors with the government. For example, if you wanted to work for a space and aeronautics parts manufacturer, surely they have access to personal info files on anyone. One of the most widely used databases for archives is in Georgia. I believe the next biggest database is in Utah.
Depending on the size of the company, even telemarketing companies have access to these files to find out all they can on employees and the people/customers that they are calling.
So you think that these telemarketing mega-call centers just want to sell you something? Think again! They gather information for these databases.

The "mother board" that stores information on individuals is most probably located at Mount Weather, an underground, self-sustaining facility located outside of Washington, D.C.
This underground facility is a "secret" to Congress and the US taxpayers, who pay for it. It has existed since 1903 and, in the event America is struck by a "terrorist" attack that would call for "martial law," and/or military rule, the "secret" government's main point of operation would be from this location.
