If Springsteen will be playing sheds/ampitheatres during next summer's tour, I don't really think a long-winded explanation is necessary; blah, blah, blah.
The answer would be that his drawing power is not what it use to be.

He could sell lawn seats if the ticket sales increase over and above the "sheds" seating capacity.
This sounds realistic.
I think the days of 50,000/60,000 are OVER.
He wasn't filling the 6,000 indoor theatre seats during his solo "Devils and Dust" tour.
Not sure, but I would think "The Seeger Sessions Band" tour would fall into the same category as the "Devils and Dust" solo tour.
THE ESB just toured in 99, 2003 and I'm sure they were re-circulating in between.
It's not like they've been on hiatus.

Sprinsteen says:
I wrote this next song (Long Time Coming) about chances. Your kids kind of bring that with 'em. It's not that simple, though. The first five to seven years, you're kind of like the benevolent hand of God. The next five, six, or seven, you're an absurd and silly man. You fall into the tolerable-idiot category. That's all right. You get into that old thing about how you're not going to make the same mistakes your parents made. That's sort of how you honor them. You try to take the best and leave the rest. But, of course, you do. You end up with seemingly absurd situations. I had an argument with my son, and ten minutes later I hear coming out of his room [loud, angry guitar sounds]: Bmmmmmummmamummamummamumma. It goes on.
With that thought in mind, I wrote this song, set it out west. Little bit of that rebirth of spirit that the kids bring. So . . . "A Long Time Comin'."

He's talking to Rosalita again (Rosie). Telling her he's not going to eff it up this time.
Remember, how he yells out in the song, "Rosalita," that he's coming to confiscate her, liberate her; he wants to be her man and that he just signed with a record company.
Who is Rosalita?
Not only did he get Mary pregnant, but apparently in this song Rosie is pregnant and he's not going to eff it up this time.
Like I said before, is he talking about having effed it up when he got Mary pregnant?
Apparently, he has two other children. One with Mary and one with Rosie and we don't know whom the mothers are.
And what's the deal with the verse:
"It's been a long time comin'
but now it's here..."
What's been a long time coming?
And
What is finally here?
