Isn't worth what it use to be.

Some environmentalists accuse the Bush administration of changing the value to avoid tougher rules a charge the EPA denies.

How can we clean up the air if an American life isn't worth what it use to be and, therefore, this decreases the amount of money that government agencies receive in order to combat this problem.
